[SMM Stainless Steel Market Flash] EU Appeal Reopens Debate Over “Assembly Operation” in Stainless Case

The EU General Court ruled in March 2025 that the Commission had incorrectly classified the processing of Indonesian stainless steel slabs into hot-rolled sheets and coils in Turkey as an “assembly operation,” which is a key condition in anti-circumvention findings. With the case now before the EU’s top court, the legal interpretation of “assembly operation” under EU anti-circumvention rules could be clarified further.
